About GCAS

Helping small businesses win government contracts since 1993.

A network of government contract advisors and technical writers, built around one idea: capable small companies deserve a real shot at public work.

Our story

It started with the smaller companies.

Jason Webb entered the government contracting business in 1992, working mostly with Fortune 1000 companies. The sales cycles were long, and large clients expected wins without much appreciation for the work behind them.

In 1993 he began calling on small businesses instead. The deals were smaller, but they added up to more, and the owners were grateful in a way the large companies never were. That year GCAS Network began in Florida as a network of government contract advisors and technical writers focused on small businesses.

More than thirty years later, the practice operates as Government Contract Advisory Systems, LLC, and the focus has not changed.

How we choose clients

We look for alignment, not a sale.

We represent one contractor per trade in each 100-mile territory. Committing a territory to your company means declining every other company in that market, so we take the decision seriously.

We select companies we believe we can get fully compliant and help build a government and institutional division. We give ourselves about two weeks to decide. If there is alignment, we move forward together. If not, we move forward with another company in that market.

Confidentiality

Our clients' business stays their business.

Our agreements protect the confidentiality of every client engagement, so we do not publish client names or hand out client contact information. Our clients are running their companies, not selling for us.

What we will share: samples of our proposals and work product, with client names and identifying details removed. If you like the work, we move forward. If not, no hard feelings.

"When a client tells me they sent their daughter to college because they won a government contract, that means more to me than any fee."
Jason Webb, Co-Founder & Managing Advisor, 30+ years in government procurement
