Indefinite Delivery / Indefinite Quantity
Master contracts with no fixed quantity, used to issue task orders over multiple years. Once you're on an IDIQ, you compete only against other awardees for individual orders.
Multiple Award Task Order Contract
A pool of pre-qualified contractors — typically construction or design — competing only among themselves for individual task orders. Heavily used by Army Corps and military commands.
Single Award Task Order Contract
One contractor wins the master vehicle and receives all task orders without further competition. Hard to win, transformative when won.
Naval Facilities Engineering Command
The Navy's primary construction and facilities procurement organization. Issues massive task orders through its own MATOC and SATOC structures across every U.S. naval installation.
Simplified Acquisition of Base Engineering Requirements
The Air Force's flagship base-construction MATOC vehicle. Streamlined task-order issuance for facilities work on USAF installations.
Job Order Contract
An IDIQ-style vehicle using a unit-priced book (often RSMeans) to issue rapid task orders for repair, alteration, and minor construction. Heavily used by federal agencies and state DGS systems.
Invitation for Bid
Sealed-bid competition. The agency awards strictly to the lowest-priced, technically responsive bidder. The compliance bar is the highest of any vehicle — one missed line item and you're out.
Request for Proposal
Best-value competition. The agency evaluates technical approach, past performance, key personnel, and price. Margin is defensible. Capabilities statement quality is decisive.
Request for Quote
Used in simplified acquisitions (under the SAT) and for GSA Schedule orders. Faster cycle, lighter documentation, but still requires full compliance to even be considered.
Blanket Purchase Agreement
A standing arrangement with an agency for recurring work — especially under GSA Schedules. A BPA holder is on the inside; an outsider trying to win the same work has to fight uphill.
Government-Wide Acquisition Contract
Federal-wide IDIQs (Alliant, OASIS+, 8(a) STARS, etc.) used by any agency. Highly competitive to get on, but a single award puts you in the running for thousands of task orders.
GSA Schedule (MAS)
The Multiple Award Schedule — the largest commercial procurement vehicle in the federal government. A GSA Schedule contract is a 20-year hunting license for ordering activities across all agencies.
SBA Subcontracting Network
The largest federal subcontracting opportunity portal in the world. Most small businesses do not even know it exists. Trained consultants register clients and unlock a separate, less-competitive opportunity stream.
8(a) Sole-Source & Set-Aside
The 8(a) program permits sole-source awards up to $7M (manufacturing) and $4.5M (services). Sole-source means no competition. A trained consultant identifies, qualifies, and pursues these.
Simplified Acquisition Threshold
Procurements under $250K (currently) follow streamlined rules and are mandatorily reserved for small businesses between the micro-purchase threshold and the SAT. A high-volume, low-friction lane for trained consultants.
