GCAS Consulting Program

Strategic Advisory
For Operating Contractors.

You've made your first award. You have a compliance framework in place. Now the real work begins: winning consistently, pricing with precision, and building the operational backbone that supports recurring contract revenue. Consulting is how we get you there.

Who This Is For

Built For Businesses Already In The Arena.

Consulting is for companies that are either actively bidding, actively performing, or actively scaling inside government procurement. It is not for market entry — that is what our core onboarding program handles. Consulting is for the stage where capable companies are leaving money on the table because nobody is guiding the sharpest decisions.

Profile · A

Post-First-Award Contractors

You won one — maybe two. You need to convert that into a repeatable pipeline before the momentum evaporates and competitors catch up.

Profile · B

Plateau Contractors

You bid steadily but win rates have flatlined. You need pricing intelligence and capture strategy that breaks the pattern.

Profile · C

Scale-Ready Operators

You have recurring government revenue and want to graduate into larger set-asides, prime contracts, or joint ventures with mentor-protégé partners.

Scope of Engagement

What Consulting Actually Delivers.

Every engagement is tailored. These are the six pillars we draw from — scoped to what your business actually needs at its current stage.

Pillar 01

Bid Strategy & Pricing Intelligence

Per-opportunity incumbent pricing analysis, competitor benchmarking, and win-probability calibration. We tell you when to bid, when to no-bid, and what number wins.

Pillar 02

Compliance & Certification Uplift

8(a) application and defense, HUBZone qualification, WOSB / EDWOSB, SDVOSB, and state DBE certifications — filed correctly, maintained annually, and leveraged strategically.

Pillar 03

Proposal & Capture Support

Technical volume review, past-performance narrative authoring, subcontractor teaming arrangements, and red-team critique from former contracting officers.

Pillar 04

Contract Performance Advisory

CPAR preparation, modification and claim strategy, QC program design, and structured COR/CO relationship architecture — everything that turns one contract into the next.

Pillar 05

Financial & Rate Structure

Indirect rate build-out, DCAA-readiness review, timekeeping system selection, and cash-flow modeling for progress-payment contracts.

Pillar 06

Mentor-Protégé & JV Structuring

Identification of qualified mentor partners, SBA Mentor-Protégé Program applications, and joint venture agreement structuring that unlocks contracts otherwise out of reach.

Engagement Flow

From Discovery Call to First Measured Outcome.

Consulting engagements move through four structured phases. You always know where we are, what we're building, and what outcome we're pointing at next.

Discovery & Diagnostic

We audit your current bid history, compliance posture, pipeline visibility, and rate structures. Deliverable: a written diagnostic and a ninety-day engagement plan.

Strategic Roadmap

Target NAICS codes, set-aside designations to pursue, incumbent intelligence on active opportunities, and the specific three-to-five bids we're preparing toward.

Execution & Capture

Proposal development, pricing calibration, teaming, submission. Weekly working sessions. Every bid grounded in incumbent data and compliance review before submission.

Scale & Iterate

Post-award debrief on wins and losses, CPAR posture review, pipeline refresh, and the plan to compound the win into the next two or three awards.

Questions We Hear Often

Consulting FAQ.

How is consulting different from your core onboarding program?

Core onboarding is for market entry — UEI, CAGE, SAM, SBA set-aside, capabilities statements, first bids. Consulting starts where that ends. If you are already operating in government procurement, consulting is the program built for your stage.

What does a typical engagement look like?

Engagements are usually ninety days minimum, with a fixed scope and clearly defined deliverables. Many clients extend into ongoing retainers once the first bid cycle concludes successfully.

Do you work on a performance-fee basis like onboarding?

Consulting engagements are typically structured as fixed monthly retainers or milestone-based fees. Some engagements can include a performance component on specific awards. We scope it together during discovery.

Will I work directly with Jason Webb?

Depending on engagement scope, Jason Webb is directly involved in discovery, roadmap, and major bid decisions. Day-to-day execution runs through our network of procurement consultants, technical writers, pricing specialists, and compliance auditors.

Can you support us if we already have an internal proposal team?

Absolutely — many of our best engagements augment an in-house team with pricing intelligence, compliance review, and subject-matter experts from our 200-strong network. We integrate, we don't replace.
